    Recruit Begins Collaboration with Nobeoka City, Miyazaki Prefecture, to Realize Regional Revitalization Through the Digitalization of Recruitment Processes Using AirWORK Applicant Tracking System (ATS)

    Recruit, in its mid-career media business area, aims to create employment opportunities in many regions throughout Japan under the mission “Providing more work opportunities more freely and faster to every corner of Japan.” In Miyazaki Prefecture, since signing an agreement with Kawaminami Town in February 2020 to promote regional retention and employment to revitalize the region, we have also begun working with JA Miyazaki Chuo in 2021, and, in June 2022, we started collaborating with Miyakonojo City. Recruit today announced that it will begin a new collaboration with Nobeoka City from July 29, 2022.

    This is the fourth collaboration with local governments and organizations in Miyazaki Prefecture. Recruit will continue to contribute to the revitalization and development of regions by making local company jobs even more attractive and communicating this to the public in order to improve recruiting capability in all regions.

    Background and Objectives

    Population decline is a serious issue in regional areas. The main reason for the decline is the outflow of population to urban areas due to continuous social decline (decrease in the number of people moving into the area, and people moving out for higher education, employment, etc.). Moreover, this outflow of population is greatly affected by the lack of good employment opportunities (*1) . We believe that providing information on attractive job opportunities in regions will promote employment within such regions and contribute to solving the problem of a declining population, which in turn will contribute to the revitalization of the regions. Considering the fact that the digitalization of recruitment processes has yet to progress in the regions and among small and medium-sized enterprises, we hope that by utilizing our HR-tech services and personnel solutions know-how, we can promote the digitalization of recruiting, regional migration and retention, and employment among local businesses, thereby revitalizing Nobeoka City.

    Details of Implementation

    We will strengthen the ability of local businesses to send out recruitment information through AirWORK Applicant Tracking System (ATS) platform, a recruitment management service that enables businesses to easily recruit free of charge. Nobeoka City will support companies in the City to improve their recruiting capabilities by holding seminars and other activities. Through the collaboration between the two parties, we will continue to aim for revitalization of the City by further enhancing job information in the region.

    Past Initiatives and Results in Miyazaki Prefecture

    1. Kawaminami Town
      On February 19, 2020, Recruit signed a comprehensive partnership agreement with Kawaminami Town, Miyazaki Prefecture. Through the provision of AirWORK ATS platform (then called “Job Op Lite”), a recruitment website creation support tool, we supported local companies in setting up recruitment websites and provided recruitment support.
      Approximately 80% of the companies using AirWORK ATS platform were successful in obtaining applications from job seekers. Approximately 70% of the companies were also successful in recruiting human resources. There have also been successful cases of recruitment from outside of the Town and recruitment of young people, which had not been possible before.

    2. JA Miyazaki Chuo
      Collaboration and efforts were launched to help farmers secure labor during the busy harvest season. In order to promote the matching of potential labor force members, such as housewives and seniors, with farmers, we promoted the introduction of AirWORK ATS platform at farm households. Of the 82 farm households that conducted recruitment activities from April to November 2021, 70 farm households succeeded in recruitment.

    AirWORK ATS Platform

    The AirWORK ATS platform is a recruitment management service that enables businesses to easily recruit free of charge. Business owners can create their own recruiting website in as little as five minutes and start hiring immediately after creating a job listing. They can also easily contact applicants directly from the site. Once a job is created, it is automatically posted to Indeed — the world's #1 job search engine (*2) — allowing businesses to reach a large number of job seekers.

    AirWORK ATS platform was launched in August 2018 and has been introduced in a wide range of industries, including food & beverage, retail, service, nursing care/welfare, construction, and transportation/logistics. We have received comments from users, such as, “We received more applications and were able to hire more people than expected, and it is free!" and "It is easy to operate and free, so we will keep using it.” Recruit will continue to support business owners to operate their businesses as they envision them and create stores that are uniquely their own.
